FRAUDULENCY OF MAMATA BANERJEE PROVED AGAIN - Sudip

The Railway Budget presented by Ms. Mamata Banerjee is a classic example of super fraudulence and forgery.

The Railway budget promises the people of West Bengal a plethora of projects including, new railway track, new trains, new world class stations, adarsh stations, multi-functional complexes, Dedicated Freight Corridor, women commando force for security, new safety measures, multi-level parking facilities, hospitals, colleges, automobile hubs, new wagon factories, axle factories, wheel factories etc. The real story behind all these tall announcements only exposes the deceptive politics of Ms. Mamata Banerjee.

The facts exposed by “Ananda Bazar Patrika” in its edition dated 26-02-2010 corroborate all the deceptions of the Railway Minister.

1 The proposed expenditure for the construction of sheds in different stations of Sealdah Division is Rs. 86 Crores whereas the actual amount allotted is Rs. 10 Lakhs only.

2 The proposed expenditure for construction of shelters on platforms of 30 stations in Sealdah Division is Rs. 63.09 Crores whereas the actual amount allotted is Rs. 10 Lakhs only.

3 The proposed expenditure for construction of shelters on platforms of 40 stations in Howrah Division is Rs. 137.01 Crores whereas the actual amount allotted is Rs. 10 Lakhs only.

4 The proposed expenditure for construction of Railway Museum at Howrah is Rs. 16 Crores whereas the actual amount allotted is Rs. 46 Lakhs only.

5 The proposed expenditure for construction of campus for Women Force of R.P.F. at Asansol is Rs. 14.72 Crores whereas the actual amount allotted is Rs. 46 Lakhs only.

6 The proposed expenditure for construction of Railway Museum at Bolepur is Rs. 8.31 Crores whereas the actual amount allotted is Rs. 46 Lakhs only.

7 The proposed expenditure for construction of Rabindra Railway Museum at Howrah is Rs. 12.20 Crores whereas the actual amount allotted is Rs. 46 Lakhs only.

8 The proposed expenditure for construction of Training Centre at Maldah is Rs. 10 Crores whereas the actual amount allotted is Rs. 50 Lakhs only.

9 The proposed expenditure for installation of Internet Services in Delhi-Howrah Rajdhani Express is Rs. 6.30 Crores whereas the actual amount allotted is Rs. 1.00 Lakhs only.

10 The proposed expenditure for construction of RPF Barrack at New Coochbehar is Rs. 15 Crores whereas the actual amount allotted is Rs. 10 Lakhs only.

11 The proposed expenditure for railway safety arrangements in Howrah-Kharagpur route is 144.38 Crores whereas the actual amount allotted is Rs. 10 Lakhs only.

12 The proposed expenditure for Training centre relevant to Chittaranjan Railway Industry is 42 Crores whereas the actual amount allotted is Rs. 1.00 Lakhs only.

13 The proposed expenditure for doubling of railway track between Kalinarayanpur-Shantipur is 99.99 Crores whereas the actual amount allotted is Rs. 5.40 Crores only.

14 The proposed expenditure for doubling of railway track between Katwa-Patuli is 126.95 Crores whereas the actual amount allotted is Rs. 6 Crores only.

15 The proposed expenditure for doubling of railway track between Naihati-Sagardighi is 141.76 Crores whereas the actual amount allotted is Rs. 6 Crores only.

The Railway Minister has flooded West Bengal with lofty and exaggerated assurances in order to increase her popularity for electoral gains in 2011. She thinks for granted that West Bengal is nothing but a paradise of foolish people with idiotic sense after the result of last parliamentary elections of 2009.

THE RAILWAY BUDGET 2010-11: AN EXERCISE IN DECEPTION - Subhanil

The hallmark of a populist bourgeois politician is to show concerns for the people, while being completely unconcerned about their plight and undertaking policy detrimental to the people at large. However, the needs of electoral politics demand a façade of pro-people posturing to hide the basic anti-people bourgeois politics. The Railway Budget presented by Ms. Mamata Banerjee is a classic example of this art of deception.

The Railway budget promises the people of the country a plethora of projects including, 1000 KM of new railway track, new trains, new world class stations, adarsh stations, multi-functional complexes, Dedicated Freight Corridor, women commando force for security, new safety measures, multi-level parking facilities, hospitals, colleges, automobile hubs, new wagon factories, axle factories, wheel factories etc etc. The real story behind all these tall announcements only exposes the deceptive politics of Ms. Mamata Banerjee. Let us elaborate.

WHAT HAPPENED TO PROMISES MADE LAST YEAR?

In the last budget too, the Minister had made a plethora of promises and announced various projects. The Minister's speech provides no information at all regarding the status of the projects announced last year. This essentially shows that these projects have not been implemented.

· How many of the last year’s proposed 50 stations have been modernized into 'world class' stations? There is nothing mentioned in her speech but 10 more stations have been added in the list.

· How many adarsh stations have been completed or even the work has started since her announcements last year? Again, no concrete data on implementation status but 94 new stations have been added.

· How many multi-functional facilities have been started all over the country? Only work has been started in some of these complexes but she has added 93 more to the list.

· How many of the last year’s proposed 18 medical colleges and 7 nursing colleges started? None. But that does not deter the Minister from announcing another 552 hospitals and diagnostic centres.

Keeping the people of the country completely dark on the actual status of her promises made last year, she has added another substantial list to the above-mentioned heads. In other words, for our Minister, announcement of a project is more important than actually implementing them on the ground.

Moreover, the Minister is completely silent on various other promises that she made last year.

The silence of the Minister on these proposals is simply because of the fact that these were never implemented. These projects are given below.

· Special coaches and other facilities for physically challenged people.

· On board infotainment services on important long-distance train.

· 1000 MW power plant in Adra was proposed last year.

· Issuing tickets from Post Offices has not materialized. (Minister mentions this in her speech)

· Toilet facilities on EMU/DMU trains for journey time of more than 2 hours

· Modernization of railway printing press and take over of the Basumati press in Kolkata.

· Take over of Burn Standards and Braithwate.

The fact that so many projects only remained in paper in spite of big announcements by the Minister again proves that she is more worried about grabbing headlines for announcing these projects but not implementing them. This is nothing but doing fraud on the people of the country and deceiving them.

While it is clear from the above that a majority of the projects announced last year never
materialized and remained on paper, a lot of the proposals made in this year’s budget is nothing but the old proposals with some cosmetic changes.

Repetition of Last year's proposals with some window-dressing

· Dedicated Freight Corridor: Announced in last budget. Nothing has surfaced so far and this budget only says that an understanding with a Japanese company will be completed soon.

· SMS updates on reservation status of passenger tickets -same as last year.

· Double decker trains for inter-city travel: Proposed last year. Now, only pilot project in Kolkata and Delhi has been announced.

· E-ticket based mobile vans: same as last budget with minor additions of some more places where the van will go.

· No new announcement on safety and security related issues other than what was present in last year's budget, including the proposal for having women RPF commando force.

· The last budget proposed to set up cold storage for perishable products to reduce the loss of farm produce. This year's budget makes the same commitment once again.

· Even after the failure to implement last year’s proposals the announcements made this year are also hollow and have been made only to cover up the deteriorating finances of the Railways.

FINANCIAL POSITION OF INDIAN RAILWAYS

The Railway budget for 2010-11 is an official confirmation that the finances of the Railways have gone haywire. This is obvious from the fact that the Railway’s operating ratio (the ratio of total working expenses to the earnings – a higher ratio implies deterioration), which was 90.5% in 2008-09 has risen to 94.7% in 2009-10. Such a sharp deterioration in just one year reflects the gross mismanagement of Railway affairs by the Minister.

The net revenue has declined sharply from the budget estimate of Rs.8, 121 crore to just about Rs.6, 489 crore. In the budget estimate itself Rs.642 crore had been provided under capital fund, but now nothing is being made available. Moreover, plan investment in Railways also fell short of the budgeted target of 2009-10 by Rs. 497 crore. This only shows that the Minister did not manage to invest according to her own announced plans last year. This year the investment is budgeted to increase by only Rs 1142 crore, which denotes a sharp fall in the real investment by the Railways. While the Railway Minister has made tall claims on laying 1000 kms of new railway lines, it is shocking that the actual plan allocations for gauge conversion, doubling of railway lines and new rolling stock like wagons and carriages have been cut in nominal terms, denoting a squeeze on the public resources for the railways.

SAFETY FUND

One of the biggest casualties of the deteriorating financial condition of the railways has been the safety fund. Last year the country witnessed 120 railway accidents in which many precious lives were lost. The Minister in the most bizarre manner has blamed rail rokos and natural disasters for the accidents. But the fact of the matter is that she is not concerned about the safety of the railway passengers. This is obvious from the fact that the Railway Safety Fund has been cut by Rs 579 crore this year. All the talk about installing cutting edge technology and equipment to tackle the problem of railway accidents falls flat when there has been a massive reduction in the fund allocated for railway safety.

RECRUITMENT IN THE RAILWAYS

The Railway Minister did not even try to address the question of recruitment in Railways apart from announcing some concessions for the deprived sections with regard to examination fees.

According to the statistics provided by her own Ministry, 1.7 lakh posts are lying vacant in the Railways. Any attempt to fulfil these posts would have been greatly beneficial to the people and the youth. But this finds no mention in her speech and policy announcements. This only exposes her complete apathy to the problem of unemployment within the youth and a brand of politics which believes only in hollow sloganeering.

ALL OUT PRIVATIZATION OF THE RAILWAYS

The squeeze in public investment in Railways has not deterred the Railway Minister from announcing a barrage of projects starting from laying 1000 Km of railway lines to hospitals, colleges, museums, new factories, eco parks etc etc. It is also the case that a lot of these projects do not even have the mandatory approval of the Planning Commission, which essentially means that no fund has been allocated for these projects. The Minister in her speech herself mentions this. It is beyond one’s comprehension as to how projects are being announced on the floor of the Parliament without necessary financial backing and approval from the Planning Commission?

So, in the absence of support from public resources, the Railway Minister has gone ahead full throttle on the agenda of privatization of the Railways. Starting from laying new lines, freight and passenger corridors, bottling plants, manufacturing locomotive, wagons and containers, gauge conversion, doubling etc have all been opened up for private investment. This is unprecedented and amounts to opening up the railways for private profiteering which is inimical to our national interests. On the other hand, there are also proposals on the part of the Railway Minister for using railways land for commercial purposes, which in essence means giving over prime railway land for real estate speculation and profiteering.

What Mamata Banerjee has done to the Railways is a classic case of how public sector institutions have been starved of public resources through the mismanagement of the PSU’s and then they have been handed over to the corporate sector in the name of fund crunch or inefficiency or any other logic. Ms. Mamata Banerjee has presided over a thorough deterioration of the financial conditions of the Indian Railways. Instead of checking any further deterioration in the finances, she has opened up the sector for private profiteers. All her pretensions of being pro-people and all her stances against the economic reforms of the Government falls flat on the face of her agenda of privatization for the Railways. She has proved to the people that she is ultimately a neo-liberal politician who will turn no stone unturned to please the corporate sector in the country.

It is important for the progressive and democratic section of the people in India and West Bengal in particular to see through her pretensions and defeat her brand of politics of deception tooth and nail.

SUB: MAOIST BRUTALITIES IN WEST BENGAL & OTHER PARTS OF INDIA

Most respected Sir,

As an ordinary humble citizen of the country, I would like to invite your immediate attention to the following fact.

Your esteemed organization had taken 14 unfortunate deaths at Nandigram on 14-03-2007 in West Bengal in India very seriously and even issued next day a press statement promptly condemning the incident and the Left Front Government. This action on your part had received widespread coverage in the media at that time both within the country and abroad.

But you did not use even a single word to condemn the provocation of the rainbow alliance of virgin Marxists, ultra communists, political opportunists, renegades, NGOs, fundamentalists, right wing and left wing intelligentsia; all fervently anti-CPI (M) culminating in these 14 unfortunate deaths. Today also you maintain complete silence over the ghastly murders committed by the Maoists in West Bengal and other parts of the country. As a result, this has raised many a questions in the minds of the people about the impartiality and objectivity of your esteemed organization.

It is needless to mention that the Indian Railway Minister Mamata Banerjee's greatest achievements in West Bengal today is the peculiar beehive she has constructed around herself. This conglomeration comprises virgin Marxists, ultra communists, political opportunists, renegades, NGOs, fundamentalists, right wing and left wing intelligentsia; all fervently anti-CPI (M).

As a matter of fact, blatant hypocrisy, vicious jealousy, megalomania, denigration, intolerance and bigotry - all the typical characteristics are getting detonated on this new platform provided by Mamata Banerjee. The issues of Nandigram, Singur and Rijwanur Rehman were created by the conglomeration for petty electoral gains. Your organization also helped it in all possible manners knowingly or unknowingly.

This assembly is the last hope to 'liberate' the ‘“so-called”’ despaired and strained Bengal populace from thirty-two years of uninterrupted Left Front rule in the elections to be held in 2011 as has been done in different European countries to dislodge Leftist Governments with the help of imperialists and corporate finance capital.

In fact, “so-called” social activists Arundhati Roy, Mahasweta Devi, Medha Patkar, actress Aparna Sen and other intellectuals and human right activists sharing same opinion and boat are bent upon pushing India into a civil war in the name of fighting for the “so-called” cause of the tribals. Their destructive and hideous role during Nandigram-Singur episodes and support to the Maoist slaughterers, rapists and plunderers has emboldened the Maoist terrorists to carry on their criminal and gruesome activities uninterrupted.

These “so-called” intellectuals are very much apprehensive and worried for the safety and security of the perverted Maoist butchers and rapists in India, who have been carrying on their nefarious and criminal inhuman brutalities on the common people ranging from amassing huge wealth, destruction of natural resources, plunder, rape, murder, extortion, blowing up schools, health centres, railway tracks, torture and Kangaroo trial using the indigenous people as pawns and human shields. Out of her utter sympathy and compassion for the Maoist butchers and rapists, social activist Arundhati Roy has initiated a mass petition on 12th October 2009 to the Prime Minister of India urging him to stop offensive against them and their brutalities under the pretext of civil rigthts. She has obtained the signatures of respected Noam Chomsky and other renowned dignitaries within the country and abroad to make the petition more acceptable, significant and weighty in order to glorify and justify the Maoist cruelties and violence particularly on the indigenous people. If Arundhati Roy and other signatories were really interested for the well being of the indigenous people, they would have also petitioned openly to the perverted Maoist butchers in the same manner, style and spirit urging them to desist from wreaking havoc on the indigenous people by using them as pawn and shield for suiting the tainted Maoist political agenda. But it is not so. The one and only one aim and objective of the petition is to push India into civil war and create sympathy for the Maoists and justify, glorify and legitimize their mindless shocking brutalities.

The society demands timely disposal of the dead body of even a creature. But the entire world witnessed with horror how the dead bodies of 4 poor tribal CPI (M) cadres butchered by Maoist-TMC-Congress-SUCI Alliance were kept in open for 5 days without allowing disposal by the Maoist-TMC criminals at Lalgarh in West Bengal. Their relatives were neither allowed to come near nor touch the bodies. The Maoists and TMC workers danced and sang around the bodies in the same manner as is practiced by cannibals. Their brutality and inhumanity surpassed all limits of human tolerance and society.

These “so-called” Indian intellectuals and human right activists had played an important role during Nandigram and Singur episodes to extend moral and logical support to the rainbow alliance of TMC, Congress, Maoists and SUCI under Mamata Banerjee. They had unleashed widespread virulent, venomous, exaggerated and politically motivated campaign throughout the world and organised processions, rallies, meetings, and mass signatures and so on against the mainstream Leftists over the unfortunate death of 14 persons in Nandigram resulting from provoked police firing where as they maintain complete silence over regular murders committed by the Maoists. Many of them had directly or indirectly worked actively for the victory of Maoist and Mamata Banerjee supported Congress-TMC-SUCI candidates in West Bengal in the last Parliamentary elections held in May 2009 making the Nandigram, Singur and Rijwanur Rehaman episodes important election issues.

Despite this, these ‘pseudo’ Indian intellectuals all along shamelessly pretend to be impartial, neutral and non-political.

More than 87% landowners had consented to offer their land for the establishment of an automobile factory at Singur. But it was abandoned due to the political agitation of Mamata Banerjee and her team consisting of opposition political parties, Maoists, some intellectuals, few human right activists and a section of motivated media. Singur had nothing to do with SEZ.

Similarly, in spite of repeated assurances by the Chief Minister of West Bengal that no chemical hub would be set up at Nandigram, Mamata Banerjee and her team had caused the unfortunate incident on 14th March 2007 by way of utter provocation and manipulation resulting in 14 unfortunate deaths.

Had these intellectuals been impartial, unprejudiced and unbiased the incidents of neither Singur nor Nandigram would have taken place.

The Maoist-TMC-Congress-SUCI butchers under the leadership of the Union Railway Minister have murdered brutally hundreds of CPI (M) and other Leftist leaders, cadres and supporters in West Bengal. They have blown up school buildings, health centres, mobile towers, railway lines, railways stations and what not. But these intellectuals and human right activists are maintaining complete silence. They think that only the Maoists are human beings and as such have access to civil rights. Except the Maoists, none in the country can have any human rights and the murder of hundreds of people by Maoists is, therefore, justified and a need for the society. So, they have not yet uttered even a single word to condemn the crimes of the Maoists.

Every murder is unfortunate and condemnable. Had this group of intellectuals and human right activists played an impartial role and stopped lending moral and logical support to the Maoist butchers, the unfortunate deaths at Nandigram and other parts of the country could have been avoided easily. But the fact was that Mamata Banerjee and her rainbow alliance needed some dead bodies for winning the parliamentary elections in West Bengal riding over sympathy wave and the intellectuals and human rights activists presented the same in time to suit her political agenda.

Most of the Maoist victims are teachers, grocers, daily wage earners, farmers, government employees, police & soldiers, labourers, students, rickshaw pullers, hawkers and people belonging to other weaker sections of the society.

It is also a fact that most of the victims belong to indigenous people comprising Scheduled Castes and Scheduled Tribes, Muslims and other weaker sections of the society.

Apart from this, 65 police personnel 1 doctor, 1 nurse, 4 government employees on duty were also killed by Maoists.

There is no denying the fact that PUCL, APDR and other similar “so-called” human right organizations have been fully supporting the Maoist ideology and brutalities on different pretexts to destabilize the country.

Under the circumstances, I would request you to kindly look into the matter seriously and ensure that this procession of deaths in India is stopped immediately in the interest of human rights of all irrespective of political affiliation, caste, creed and religion.
